Is Web3 Gambling Legal? licences, registers, blocked lists
By Elias Varga
Is Web3 gambling legal? The truth is there is no clear-cut answer to that question because there are two components to that query. The first part being, does the casino operator have a valid gaming license, and if so, who issued it? The second part being, what does the law say where you are located? This site will cover the first part by sourcing information from each casino's web page, and the regulatory body’s register, and leave the second part to you to determine based on your country’s laws because a wallet log in, smart contract, or a Curaçao gaming license, for example, doesn't answer that question. The following will cover the licence each of the ten states, where and when it was checked, the countries each blocks based on its terms, and one court case.

The two halves of the question
- 9licences stated on the casinos' own sites
- 1casino stating it holds none
- 0that say they are valid where you live
The operator's half: a licence, from whom. Nine of the ten reviewed casinos state a licence on their own site: six from Anjouan, two from Curaçao's Gaming Control Board, one from the Tobique Gaming Commission. Each review quotes the number verbatim, checks it on the regulator's register and dates the check. Just.bet states in clause 1 of its terms that it holds none. A casino that stated nothing would be written NOT DISCLOSED, never unlicensed and never licensed bare.
Your half: the law where you sit. A licence from Anjouan describes what Anjouan’s regulator allows; it says nothing of whether your country permits you to play, or the casino to serve you, or this site to list it. This site offers no determination of that for any country. What it offers is the casino’s answer, the restricted-countries clause of the casino’s terms and conditions, because that determines whether the account exists.
What changes nothing: the technology. To log into a casino with a wallet is not to prove legal status. A smart contract holds a balance or draws a number. The one casino that states it has no licence builds on a smart contract. Decentralised describes a product; the custody guide says what it does and does not protect.

Licence lines and operator names as each casino's own site shows them; a register check confirms the licence is current on that date and nothing about any reader's country.
The registers: The Curaçao Gaming Authority (formerly, the Gaming Control Board) holds the OGL licence register. It said on 7 October 2026 that its online portal and digital seal are being replaced. Anjouan licences resolve to the authority’s validator page, from the seal on the casino's site. Tobique licences are listed at thetgc.ca. A seal that does not resolve to a register is written NOT VERIFIED on a review.

A casino can change its list without notice, and the clause on the casino's site is the one that applies.
This site is not for players in the United Kingdom, the United States, Ontario and Alberta, Australia, New Zealand, the Netherlands, Germany, France, Spain, Italy, Belgium, Switzerland, Poland, Czechia, Hungary, Greece, Portugal, Sweden, Denmark, Finland, India, Japan, the Philippines, Singapore, South Korea, Kenya, Turkey, Israel or the UAE, nor in any country a listed casino blocks in its own terms. Every money page says so in one line.
The one case on record of a licence and a court meeting
- 22 April 2024: a new Curaçao licence. BC.Game received one of Curaçao's new-form gambling licences on that date, by iGaming Business.
- 12 November 2024: a bankruptcy ruling. A Curaçao court declared BC.Game's operating companies, Blockdance B.V. and Small House B.V., bankrupt after the Foundation for the Representation of Victims of Online Gaming filed petitions over more than $2 million in unpaid player winnings; the court found both companies had failed to meet their financial obligations to players. BC.Game's response: it strongly disagreed and would spare no expense to appeal. Source: iGaming Business, 22 November 2024.
- 5 December 2024: the licence relinquished. BC.Game formally relinquished its Curaçao licence, saying the move would not affect its international operations. Source: Curaçao Chronicle, 6 December 2024.
- October 2026: an Anjouan licence stated. BC.Game's site states Anjouan licence ALSI-202410011-FI1 under Twocent Technology Limited, valid on the regulator page when the review checked it on 6 October 2026. The casino is live and listed here with that licence line and that history.
It is posted here to demonstrate what a licence does: it provided players with a regulator and a court to approach, and a company to name. It did not hold the money, which is the focus of the rug-pull guide.
What this site does, and refuses to do, on legality
This site does
- Quote each licence verbatim from the casino's own site, with the operator's name
- Check it on the regulator's register and date the check on the review
- Write NOT DISCLOSED where a casino states nothing, and quote the clause where it states none
- Quote each casino's restricted-countries clause and say which countries this site is not for
- Carry an 18+ line, a responsible-gambling block and help lines on every page
This site never does
- Say a casino is legal, or licensed, without naming the regulator
- Say a licence is valid where the reader lives
- Call a contract-held balance a legal status, or decentralised a defence
- Give advice on getting round a block, a check or a verification clause
- Give tax advice beyond one line: winnings may be taxable where you live
The Review Method outlines the rules in full, and the Responsible Gambling page lists help lines by country.
Legality questions players ask
Is Web3 gambling legal in my country?
The website does not say, for any country, what it can say is which countries each casino itself blocks in its terms, which is the operator’s answer to the same question: BetFury blocks about 70, Fairspin blocks 67, Bitcasino blocks about 45, Rollbit blocks 29, Just.bet blocks 27, Roobet blocks 25, BC.Game blocks 12 plus the FATF blacklist, Metawin blocks 12, Solcasino blocks the USA, UK, New Brunswick, and Ontario in its AML policy, and Dexsport publishes no list. Your own country’s law is the other half, and only a lawyer there can answer it for you.
Does a smart contract make a casino legal?
No. A contract holding the balance is a product design, and a licence is a regulator’s permission to operate, and the two are unrelated. Just.bet, the reviewed casino which has an escrow contract, states in clause 1 of its terms that it holds no gaming licence and is not regulated as a gambling operator in any jurisdiction, and it blocks 27 countries. The custody guide keeps the two apart.
What does a Curaçao, Anjouan or Tobique licence mean for me?
That the operator answers to that regulator, under its rules, and that the regulator's register can confirm the licence is current. It does not mean the casino may serve your country, and it does not mean your country recognises the licence. Each review quotes the licence verbatim and dates the register check; none of the reviews say that a licence is valid where you live, because no register says that.
Is Just.bet unlicensed?
Yes. It cites clause 1, where JustBet states it holds no gaming licenses and is not regulated as a gambling operator in any jurisdiction. This site states NOT DISCLOSED when a casino states nothing, and Just.bet is the one case where the casino states none; the review scores it last of the 10 with that as the first reason.
Are winnings from a crypto casino taxed?
Winnings may be taxable where you live and this site does not offer tax advice.
What is the FATF blacklist BC.Game refers to?
The Financial Action Task Force's list of high risk jurisdictions subject to a call for action which BC.Game's terms add to its 12 named countries. It's a money laundering list, not a gambling list, and the casino employs it as a blocked countries rule; the review quotes the rule.
Why does this site say it is not for players in some countries?
Due to laws in those countries regarding advertising and affiliate sites, operators are not the only ones affected, and every listed casino blocks them in its terms of service. The money pages simply include a single line mentioning the United Kingdom, United States, Ontario and Alberta, Australia, New Zealand, and all the others mentioned above. A reader there will not find a casino on the site that accepts players from the above listed countries.
What happened with BC.Game and its Curaçao licence?
BC.Game's operating companies, Blockdance B.V. and Small House B.V., were declared bankrupt by a Curaçao court on 12 November 2024, by iGaming Business. BC.Game said it would appeal, and surrendered its Curaçao license on 5 December 2024, by the Curaçao Chronicle. BC.Game's site states an Anjouan licence in October 2026. The regulator page states the licence is valid. The case is above, with both sources.
